The training is intended to equip staff with best policies and practices across several focus areas to improve the organization’s capacity to comply with legal requirements set forth in the California Foster Youth Sexual Health Education Act (Senate Bill 89), licensing standards, and best practice regarding the reproductive and sexual health rights of foster youth.

This course provides:
• An overview of the laws and advocacy movement that mandates this training
• Review of the sexual and reproductive rights of youth and non-minor dependents (NMDs) in foster care
• An outline of the duties and responsibilities for case workers and caregivers outlined in the law
• Information and instructions for the new case plan documentation mandates
• Tips and skill-building activities about how to engage with young people regarding their sexual and reproductive health and wellness
• Practice in locating and accessing appropriate sexual and reproductive health resources, information, and services for youth and NMDs in care

Course Objectives:
By the end of this course the participants will:

1. Participants will be able to identify and describe the rights of youth and non-minor dependents in foster care as related to:
(a) sexual and reproductive health care and information (as well as their right to consent to such care);
(b) confidentiality of sensitive health information; and
(c) the reasonable and prudent parent standard to create and support normalcy.

2. Participants will be able to describe the duties and responsibilities of the assigned case manager and the foster care provider to ensure youth and non-minor dependents in foster care have access to comprehensive sexual and reproductive health education, services, and information.

3. Participants will be able to explain how to select and provide appropriate referral resources and informational materials regarding reproductive and sexual health including medically approved contraception.

4. Participants will be able to explain how to document sexual and reproductive health issues in a child welfare case plan, including documentation that the:
(a) young person received comprehensive sexual health education,
(b) young person was informed of their sexual and reproductive health care rights, and
(c) case worker facilitated access to sexual and reproductive health care information and services.

5. Participants will be able to explain how communication (age and developmentally appropriate, LGBTQ-inclusive, and culturally-sensitive) and practice approaches (positive healthy development, trauma-informed, and strengths-based) apply to youth and their sexual and reproductive health.

The World Health Organization defines an emergency as the state in which normal procedures are interrupted, and immediate measures (management) need to be taken to prevent it from becoming a disaster, which is even harder to recover from. Emergency Preparedness is the term refers to the steps you take to make sure you are safe before, during and after an emergency or natural disaster. These plans are important for your safety in both natural disasters and man-made disasters. In 2019, 67,504 weather-related events resulted in 570 deaths and 1,746 injuries. Flash floods, tropical storms and heat waves resulted in the most deaths that year.

This 2-Hour course is designed to meet the requirements toward the Continuing Education Units (CEUs) required for Certified Administrators by providing the basic components of Emergency Preparedness Disaster Response Planning and Disaster Kit preparation in Residential Care. This course will address the care provider’s responsibility to ensure that all residents are provided with safety and security in the home/facility.

The Foster Youth Bill of Rights was created due to the advocacy of youth in care, and its purpose is to protect children and youth in foster care, youth on probation and in out-of-home placement, and children living in any licensed or certified children’s facility or home in California.

Reasonable and Prudent Parent Standard (RPPS) was created to empower caregivers to make parenting decisions that support youth health, safety, and best interest while encouraging their positive developmental growth.

Participants will be empowered to make parenting decisions that uphold the rights and promote the positive development and well-being of youth in care. Participants will also know how to utilize the Office of the Foster Care Ombudsperson, as a resource to advocate for youth when a right has been violated.                                                                              

 This 4-hour course is designed to meet the requirements of Continuing Education Units (CEU) for Certified GH & STRTP Administrators.
