Course Description

Group Home (GH) – The term Group Home  only refers to  residential homes, or facility/programs for Children   – Not Adults.

GH ICTP: INITIAL CERTIFICATE TRAINING PROGRAM FOR PEOPLE WHO WISH TO BECOME ADMINISTRATORS OF CHILDREN’S FACILITIES(GROUP HOME/GH) AND CHILDREN’S PROGRAMS for children  through 18 years of age and Non Minor Dependents (NMD -18 years through 20 years).To become a certified administrator, you must complete the Initial Certification Training Program GH from an approved vendor.This training programs has been approved by the Department of Social Services, Community Care Licensing, Administrator Certification Section to meet licensing  requirements per General and Group Home Regulations Title 22, Division 6, Chapter 1 & Chapter 5, and Health and Safety Code 1522.41

Exam Resources

The 2021 Administrator Certification Examination will be administered using a combined web-conferencing and web exam application via Blackboard. Please consult the following list of resources for the Exam:

*Conditional Administrator Certificate holders have two (2) years from the effective date of their certificate to complete the 40 hours of required continuing education necessary for administrator recertification. Please note, after passing the exam, effective dates will remain the same as your Conditional Administrator Certificate. It is important to understand that the two-year cycle for obtaining 40 hours of continuing education units started when the Conditional Administrator Certificate became effective.

Update Applicable to Prospective Certified Administrators

On July 19, 2021 the Department will resume the Administrator Certification Examination online using web conferencing software. Thus, the statewide examination waiver and the ability to apply for a Conditional Administrator Certificate, as described in PIN 20-28-CCLD, is terminated effective August 1, 2021.

If you are a Prospective Certified Administrator who holds a Conditional  Administrator Certificate or requested an examination extension pursuant to PIN 20-28-CCLD, then the following applies to you:
The CDSS Administrator Certification Section (ACS) will offer the Administrator Certification Examination by invitation only, in phases, based on an established priority list. The ACS will send an Examination Notice to all Prospective Certified Administrators who hold a Conditional Administrator Certificate or received an examination extension pursuant to PIN 20-28-CCLD. The Examination Notice will contain detailed information regarding the examination rollout, priority list, registration information, and link to examination dates. An applicant for an Administrator Certificate must pass the Administrator Certification Examination within three (3) attempts or will be required to retake an ICTP course before further examination attempts can be made.
If you are a Prospective Certified Administrator who completed a Department- approved ICTP on or after August 1, 2021, then the following applies to you:
The ACS will have a separate Administrator Certification Examination schedule for individuals who completed a Department-approved ICTP on or after August 1, 2021 This examination schedule will not be affected by the priority list described above.
The examination schedule and registration information can be accessed on the ACS website. An applicant for an Administrator Certificate must take and pass the Administrator Certification Examination within 60 days of taking an ICTP course in order to receive an Administrator Certificate. If the applicant is unable to pass the examination within three (3) attempts, the applicant will be required to retake an ICTP course before further examination attempts can be made.

NOTE: A Conditional Administrator Certificate issued pursuant to PIN 20-28-CCLD remains in full force and effect until it is rescinded, revoked, forfeited, or expires, whichever occurs first. Upon the issuance of an Administrator Certificate, the Conditional Administrator Certificate is considered to be rescinded.

To Apply for your Administrator Certification from CCLD:

After you complete the 40 Hour Administrator Certification training with us:
2. ONCE YOU PASS THE EXAM – Complete the three forms below and mail to Community Care Licensing to receive your  administrator certificate to be an administrator.
3. Be sure to include A COPY  of the certificate that we issued  you upon class completion.

On the administrator certification application  Ignore where it asks you to put your certificate number- put NA; You don’t have an Administrator Certificate yet so you don’t have a  certificate number. They are referring to administrators who already have a certificate who are renewing.
Forms to be completed for Administrator Application to CCL (Note each form includes instructions):

Certificate of completion after you take our class: Certificate issued, via email, after the last day of class once you have completed all 5 days.

Course Materials
Title 22 Regulations, Practice Questions, and Course handouts are emailed 4/5 days before class. We do not ship out or print any materials. You are responsible for printing out Title 22 and Practice Question prior to class. Due to the volume of the regulations & course handouts we recommend that you do not print, rather use digital copies on your computer.

Title 22
The course focus is on learning Title 22 Regulations for the purpose of passing the state exam and operating an Group Home Facility. This course does not cover Title 17 or Regional Center Material.
