Administrator Certification Training

Careprovider. Org Residential Training Services is an Approved Vendor for California Department of Social Services ( CDSS)  Community Care Licencing (CCL),

We are vendorized to train  Initial Certification Training Program Courses ICTP for Children’s facilities/programs –  1. Group Home  2. STRTP and  Adult  facilities/programs   – ARF – Adult Residential Facility. These courses are required for individuals that intend to become licensed facility/program Administrators in the State of California.

We are also vendorized to train on Continuing Education Units (CEU) or re-certification training for existing facility/program Administrators for Children’s facilities/programs –  1. Group Home  2. STRTP and  existing facility/program Administrators for Adult  facilities/programs   – ARF – Adult Residential Facility and existing facility/program Administrators  Elderly RCFE – Residential Care for the Elderly)

Below is description of the course categories that we currently offer:


Initial Certification Training Program Courses ICTP


1. Short Term Residential Therapeutic Program (STRTP) 40 hour ICTP

This STRTP ICTP is a 40-hour instruction program that is required  by persons who wish to become certified STRTP Administrators for children’s homes for the first time , and also for Group Home (children only) Administrators who received their Group Home Administrator Certification after January 1, 2017.

This course is a legislatively mandated program designed and intended to upgrade the knowledge and education levels of persons wishing to become administrators of STRTP’s  through a certification process. This training program has been developed to meet the California Department of Social Services requirements for STRTP administrators per the  STRTP  Core of Knowledge(COK) guidelines, STRTP Interim Licensing Standards and CCL Title 22, Division 6, Chapter 1, General Licensing Regulations, and Administrator Certification Health & Safety Code 1522.41 for Group Home and STRTP.

Some Important Definitions:
STRTP: 
Short-Term Residential Therapeutic Program”, means a residential facility operated by a public agency or private organization and licensed by the California Department of Social Services pursuant to Section 1562.01 that provides an integrated program of specialized and intensive care and supervision, services and supports, treatment, and short-term 24-hour care and supervision to children. The care and supervision provided by a short-term residential therapeutic program shall be non-medical, except as otherwise permitted by law. Private short-term residential therapeutic programs shall be organized and operated on a nonprofit basis

ILS: The Short-Term Residential Therapeutic Program “Interim Licensing Standards” (ILS) constitute the written instructions authorized by Assembly Bill 403 (Chapter 773, Statutes of 2015) and Assembly Bill 1997 (Chapter 612, Statutes of 2016) for the California Department of Social Services to implement the Continuum of Care Reform Provisions that govern Short-Term Residential Treatment Programs on and after January 1, 2017. STRTP ILS

Interim Licensing Standards are a set of rules that are issued by the California Department of Social Services Department as an operational tool to implement a law that was recently passed. These Standards will be replaced with Title 22 regulation once written and approved. The Course contents are as outlined below :

2. Adult Residential Facility (ARF) 35 hour ICTP

ICTP : INITIAL CERTIFICATION TRAINING PROGRAM FOR PEOPLE WHO WISH TO BECOME ADMINISTRATORS OF ADULT FACILITIES AND ADULT PROGRAMS for clients 19 through 59 years of age.

The Administrator Certification course is a legislatively mandated program designed and intended to upgrade the knowledge and education levels of persons wishing to become administrators of Adult Residential Facilities through a certification process. The training programs developed have been incorporated to meet the Department of Social Services, Community Care Licensing Requirements, for administrators.  Per Title 22, Division 6, Chapter 6, Section 80064.2
The Initial training program is a 35-hour instruction program required to be completed by persons who wish to become certified for the first time. The Course contents are as outlined below:

3.  Group Home (GH) 40 hour ICTP

GH ICTP: INITIAL CERTIFICATION TRAINING PROGRAM FOR PEOPLE WHO WISH TO BECOME ADMINISTRATORS OF CHILDREN’S FACILITIES (GROUP HOME) AND CHILDREN’S PROGRAMS for clients 0 years through 18 years of age and Non Minor Dependents (NMD – 18 years through 20 years)

The Administrator Certification course is a legislatively mandated program designed and intended to upgrade the knowledge and education levels of persons wishing to become administrators of Group Homes (children) through a certification process. The training programs developed have been incorporated to meet the Department of Social Services, Community Care Licensing Requirements, for administrators.  Per Title 22, Division 6, Chapter 5, Section 84064.2
The Initial training program is a 40-hour instruction program required to be completed by persons who wish to become certified for the first time. The Course contents are as outlined below:

Administrator Re-Certification Training /

 Administrator Certification Continuing Education Units (CEU) 


 

1.  Short Term Residential Therapeutic Program (STRTP) 12 hour Recertification 

 

For: Existing Group Home (children) Administrators and STRTP Administrators

ceu: 12 for STRTP

ceu: 7 for GH

The STRTP Interim Licensing Standards sections 87064.2(b)(1) and (2) states that: An individual employed on or after January 1, 2017 shall be a short-term residential therapeutic program (STRTP) certificate holder prior to being employed as an administrator of a short-term residential therapeutic program. A group home administrator who possessing a valid group home certificate issued by the Department, is exempt from completing the forty (40) hours of Initial Certification Training Program classroom instruction and passing the written exam, provided the individual has completed 12 hours of Department-approved courses provided by a Department-approved vendor in the following:

(A) Three (3) hours of instruction in laws, regulations, and policies and procedural standards that impact the operations of the type of facility for which the applicant will be an administrator.

(B) Three (3) hours of instruction in authorization, uses, benefits, side effects, interactions, assistance with self-administration, misuse, documentation, and storage of medications, and metabolic monitoring of children prescribed psychotropic medications.

(C) Two (2) hours of instruction on resident admission, retention, and assessment procedures, including the right of a foster child to have fair and equal access to all available services, placement, care, treatment and benefits, and to not be subjected to discrimination or harassment on the basis of actual or perceived race, ethnic group identification, ancestry, national origin, color, religion, sex, sexual orientation, gender identity, mental or physical disability, or HIV status.

(D) One (1) hour of instruction on the federal Indian Child Welfare Act (25 U.S.C. Sec. 1901 et seq.), its historical significance, the rights of children covered by the act, and the best interests of Indian children as including culturally appropriate, child-centered practices that respect Native INTERIM LICENSING STANDARDS Short-Term Residential Treatment Program, Articles 1 Through 10 California Department of Social Services Version 1: 10/14/16 Effective 1/1/17 Page 60 American history, culture, retention of tribal membership, and connection to the tribal community and traditions.

(E) One (1) hour of instruction in cultural competency and sensitivity and related best practices for providing adequate care for children across diverse ethnic and racial backgrounds, as well as children identifying as lesbian, gay, bisexual, or transgender.

(F) Two (2) hours of instruction in the physical and psycho social needs of the children, including behavior management, de-escalation techniques, and trauma informed crisis management planning, including the use of emergency interventions

Total Course CEU’s:

STRTP:  12
GH:  7  ( Note: only existing GH Administrators, can get ceu’s for both STRTP & GH by taking this class )

Course Content Covered :

Physical and Psychological Needs   2 hours ( Ceu: STRTP: 2, GH: 2 )

Medication Management    3 hours  ( Ceu: STRTP: 3, GH: 3 )

Understanding the Indian Welfare Act       1 hour    ( Ceu: STRTP: 1, GH: 1 )

Participants MUST complete both days ( all 12 hours)  entirely in order to receive certificate of completion for required 12hr STRTP Course. No partial ceu’s less than 12 will be issued in the event that parts of the class are missed.

 

 

2.  GH, ARF & RCFE  Re-certification Training/ Continuing Education Training 

 

FOR: ARF, GH, RCFE ( Existing Administrators, Direct Support Care staff, child care counselors, Foster Parents )

 

GROUP HOME (GH): Children’s Homes and Programs only – ages 0-18 and Non Minor Dependents (NMD) 18 – 20

ADULT RESIDENTIAL FACILITY (ARF):  Adult Homes and Programs only – ages 18 – 59 

RESIDENTIAL CARE FOR THE ELDERLY (RCFE) : Elderly/Senior homes and Programs only – ages 59 and above

Administrators of all facility types (GH, ARF & RCFE) are mandated to take 40 hours of CEU’S every 2 year cycle to re-certify their administrator certificate in order to keep it current.

40 hour CEU requirements comprise of Mandatory course topic content and optional course topic content a total of which must be 40 hours/ceu’s in the 2 year period leading up to your certificate expiry date.

For RCFE – Dementia – We currently do not have a Dementia course on our calendar.

For All Administrators – at least 1 hour of Cultural Sensitivity/LGBT training  AND at least 4 hours of Laws & Regulations training
